Goodness gracious! Lawyers can be far too clever (Judges, especially so). Clearly a Legislature intends to “fix something” – one need only, provided that one is not blinded by his own sense of omniscience and superior moral understanding, look at what the *decision* was that the legislature made. “We decided to fix highway problems (insert X,Y, or Z). Not everyone agreed but that is what we decided to do” We did intend to do this”.

Quite simple actually!
